Is this just the beginning for Clarkson to have a Division III program? Maybe in 2-3 years....

Probably 0 chance Clarkson will ever have a varsity football team again for many reasons:
1. Title IX: Only way Clarkson could add a sport that brings in 70 or more male athletes is to add about 3 new women's programs.
2. $$$ - not only would Clarkson, which already struggles like most small schools to get by, have to fund a very expensive football program, they'd also have to fund those 3 new women's sports they'd have to start to comply with Title IX. A real varsity football program would have at least 5 full-time salaried staffers. Then you figure about 6 more staffers to be hired for those women's teams the school would have to start.
3. This team is a club team, which means the school has no official affiliation with them. All the expenses are being paid by the athletes or student club type funds.

Actually Cap, I will respectfully disagree with you on your first point. Title IX speaks about ratio of male vs female students. Its not a specific item for item Title.
Your other 2 points are most likely accurate.

Title IX is not 'item for item'. However, after long talks about it with many athletic directors, it is impossible to add a men's sport with that many students (no matter what your school's ratio is of male to females) if you don't add women's sports in equal number.
